Title :   Contracts Administrator
Location : Western Region

General Statement of the Job : The primary purpose of this position is to ensure that financial requirements and obligations are accurately identified in both provider contracts and administrative contracts.

Essential Job Functions : This position is responsible for ensuring all financial information in provider contracts is accurate. This position will work to identify all financial reporting requirements of the contractor, including making financial assistance determinations prior to execution of the contract. This position will determine SMC's financial payment arrangements for specific contracts and ensure that the descriptive payment language within the document is accurate. This position will maintain a list of all provider reporting requirements for each contract and ensure that those requirements are being met on an ongoing basis. This position will also generate administrative contracts and maintain administrative contracts database to include contract requests, tracking of contract status, receipt of W-9's, address changes, termination of contracts. Position will be cross trained within the accounting department to act as a back-up to certain accounting functions. Position may also perform accounting functions that increase segregation of duties within the department on a reoccurring basis.

Minimum Training and Qualifications : Graduation from a four-year college or university with a major in accounting, business administration or other curriculum that would provide a core curriculum in financial management course work preferred, or a two-year degree in accounting from a Business school or community college and two years of accounting or auditing experience; or graduation from high school and six years of experience as an accounting technician, three of which must have been at an advanced level.
Direct experience in benefit administration and payroll processing, accounts payable management and general ledger maintenance. Must possess one of the three levels of minimum education and experience stated in 1 above.

Physical Requirements : Normal range of motion and reasonable physical health and strength will be required. Must have driver’s license and must be able to use computers, copiers and other office equipment that will be used routinely.

Knowledge of Job : General knowledge of accounting and auditing principles and practices. Knowledge of and ability to explain, and apply the provisions of the standardized accounting practices adopted by State Government. Ability to interpret and analyze accounting data and apply that analysis to the departmental or institutional needs and determine compliance with pertinent guidelines, rules, regulations, and laws; establish and maintain effective working relationships with representatives of related contact agencies, departmental staff, and the general public, communicate in oral and written form. Ability to research, understand, and interpret contract rules and regulations.
A strong working knowledge of how accounting software performs, and experience with electronic spreadsheets and word processing is a must. Strong knowledge of Payroll rules and regulations and law is required.

Salary : Grade/Step is determined by qualification and experience of candidate. Salary Range is $34,896-$41,604. Position is full-time salary with comprehensive benefits. Work schedule is 37.5 hours per week. This position is exempt from overtime compensation.
