General Statement of the Job :
|
|
This position will perform a variety of functions around housing issues in support of the Intellectual/Developmental Disability(I/DD) population being served by SMC. Duties will include comparing actual utilization of housing funds with budget targets, and monitoring high-risk consumers in specialized programs to ensure that they are able to live in the least restrictive environment appropriate to their current needs.

Essential Job Functions :
|
|
This position is responsible for coordinating and facilitating the development of housing opportunities for consumers across the fifteen county catchment area of Smoky Mountain Center. This position will assess housing needs and deficits for I/DD consumers throughout the fifteen county service area. This position will develop means of addressing deficits through utilization of HUD Section 8 funds, HUD Continuum of Care funds, development of partners in the private and public sectors, revolving loan funds for consumer housing starts, the NC Housing Finance Agency’s Supportive Housing Development Program, USDA Rural Development/Federal Home Loan Bank, and HUD Section 811 Supportive Housing Programs for Persons with Disabilities. The Housing Specialist will provide reports to SMC leadership relative to housing development following written resources in the performance of duties such as Area Policy and Procedure Manuals, confidentiality guidelines, directives and correspondence from the state office.
The position sits on area wide interagency committees with focus upon housing development for served consumers and provides formal affordable housing presentations to community organizations, social service agencies, and consumer advocacy groups. The position will establish collaborative relationships with landlords and public housing authorities educating them to the special needs of service recipients challenged by I/DD issues. This position will also serve as a planner, consultant, technical advisor and general resource to all SMC staff and providers on topics relative to fair housing laws and housing programs intended to promote independence, community inclusion, and the acquisition of least restrictive housing options.

Minimum Training and Qualifications :
|
|
A Bachelor’s degree from an appropriately accredited university or college in public service administration, psychology, sociology, or social work or a human service field, preferably with coursework in human service planning and four years of experience in directly related human services program; or a Master’s degree from an appropriately accredited university or college in a related human services field and two years of supervised clinical experience; or equivalent combination of education and /or experience.
Direct related experience is defined as human services experience in the areas of case management, assessment and referral, supportive counseling, intervention, psycho-social therapy and treatment planning.
The employee should have experience working with I/DD adolescents & I/DD adults. The employee must have an operational knowledge of grant writing and supported housing funding sources.

Physical Requirements :
|
|
Sedentary work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Mental concentration is required in all aspects of performing this job.

Knowledge of Job :
|
|
Thorough knowledge of social work principles, techniques, and practices, and their application to complex casework, group work, and community problems. Knowledge of service provision for the I/DD population. Considerable knowledge of a wide range of medical, behavioral and psychosocial problems and their treatment. Considerable knowledge of family and group dynamics and a range of intervention techniques. Considerable knowledge of governmental and private organizations and resources in the community. Considerable knowledge of the laws, regulations, and policies which govern the program. General knowledge of the methods and principles of casework supervision and training. In certain settings, considerable knowledge of medical terminology, disease processes and their treatment as they relate to decisions regarding clinical interventions and appropriate therapies based on medical or psychological diagnosis. Skill in establishing rapport with a client and in applying techniques of assessing psychosocial, behavioral, and psychological aspects of client’s problems. Ability to supervise, trains, or instruct lower-level social workers, students, or interns in the program. Ability to establish and maintain effective working relationships with members of case load and their families as well as civic, legal, medical, social, and religious organizations. Ability to express ideas clearly and concisely and to plan and execute work effectively.
This position must have the ability to establish appropriate and respectful relationships/partnerships with persons served and their families. Assist clients in gaining skills to address problems. Ability to work with a multi-disciplinary team approach. Ability to set limits and maintain a helping role and to intervene appropriately to meet the needs of persons or families served, works within the established professional guidelines and treatment plans developed for the profession and client served. This position serves a wide range of clients across a rural catchment area and must be sensitive and able to respond appropriately across the cultural differences present in the service population. Training requirements include awareness of the cultural diversity of clients served.

Salary :
|
|
Grade/Step is determined by qualification and experience of candidate. Salary Range is $34,896-$41,604. Position is full-time salaried with comprehensive benefits. Work schedule is 37.5 hours per week. This position is exempt from overtime compensation.
|
