Title :   I/DD Employment Specialist

General Statement of the Job : This position will perform a variety of functions around employment within the Intellectual /Developmental Disability (I/DD) population. Duties will include identifing consumers and enrollees that have the ability and desire to obtain employment.

Essential Job Functions : This position will work closely with our Provider Network, Care Coordination Staff, and Service Providers to identify consumers/enrollees that have an ability and desire to obtain competitive employment or some type of supported employment. Once consumers/enrollees have been identified as possible candidates for employment the Employment Specialist will conduct a survey to determine the interest, capabilities and physical abilities of the candidate. After this assessment is completed the I/DD Employment Specialist will be able to match the candidate to available openings or assist in promoting the candidate to potential employers, Employment Security Commission and Vocational Rehabilitation. The Specialist will teach job-ready consumers in job skills development, including resume preparation, job interview skills, and job retention education.
The I/DD Employment Specialist will also develop a list of employers that will be willing to employee the consumers/enrollees based on their needs identified in the person centered plan, assessments and informal interview information that captures individual interests and skills. The I/DD Employment Specialist will work with I/DD adolescents transitioning out of school and/or adults seeking vocational opportunities. This position seeks to develop, direct, support and oversee Smoky Mountain Center’s vocational initiatives for individuals with Intellectual/Developmental Disabilities.
Smoky Mountain Center’s I/DD Employment Specialist serves as a planner, consultant, technical advisor and general resource to all SMC staff and providers on topics relative to vocational issues.

Minimum Training and Qualifications : A Bachelor’s degree from an appropriately accredited university or college in public service administration, psychology, sociology, or social work or a human service programmatic field, preferably with coursework in human service planning and four years of experience in directly related human services program; or a Master’s degree from an appropriately accredited university or college in a related human services field and two years of supervised clinical experience; or equivalent combination of education and /or experience.

Direct related experience is defined as human services experience in the areas of case management, assessment and referral, supportive counseling, intervention, psycho-social therapy and treatment planning.
The employee should have experience working with I/DD adolescents transitioning out of school and/or adults seeking vocational opportunities. The employee must have an operational knowledge of grant writing and supported employment funding sources.

Physical Requirements : Sedentary work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Mental concentration is required in all aspects of performing this job.

Knowledge of Job : Thorough knowledge of social work principles, techniques, and practices, and their application to complex casework, group work, and community problems. Considerable knowledge of a wide range of medical, behavioral and psychosocial problems and their treatment. Considerable knowledge of family and group dynamics and a range of intervention techniques. Considerable knowledge of governmental and private organizations and resources in the community. Considerable knowledge of the laws, regulations, and policies which govern the program. General knowledge of the methods and principles of casework supervision and training. In certain settings, considerable knowledge of medical terminology, disease processes and their treatment as they relate to decisions regarding clinical interventions and appropriate therapies based on medical or psychological diagnosis. Skill in establishing rapport with the individual and in applying techniques of assessing psychosocial, behavioral, and psychological aspects of the person’s problems. Ability to supervise, train, or instruct lower-level social workers, students, or interns in the program interested in learning about developing and implementing vocational opportunities for I/DD consumers. Ability to establish and maintain effective working relationships with members of case load and their families as well as civic, legal, medical, social, and religious organizations. Ability to express ideas clearly and concisely and to plan and execute work effectively. This position must have the ability to establish appropriate and respectful relationships/partnerships with persons served and their families. Assist clients in gaining skills to address problems. Ability to work with a multi-disciplinary team approach. Ability to set limits and maintain a helping role and to intervene appropriately to meet the needs of persons or families served, works within the established professional guidelines and treatment plans developed for the profession and client served.

This position serves a wide range of clients across a rural catchment area and must be sensitive and able to respond appropriately across the cultural differences present in the service population. Training requirements include awareness of the cultural diversity of clients served.

Salary : Grade/Step is determined by qualification and experience of candidate. Salary Range is $34,896-$41,604. Position is full-time salaried with comprehensive benefits. Work schedule is 37.5 hours per week. This position is exempt from overtime compensation.
