Title :   QM PIP Specialist

General Statement of the Job : This position is an integral part of the LME/MCO System Performance Reporting & Improvement Team. This position works with the LME/MCO System Performance Reporting & Improvement Manager on the creation of dashboard reports, assisting with analysis of performance measures, provider and consumer survey dissemination and analysis of data collected. This position also provides support for the interpretation and implementation of regulatory and statutory requirements. This Position may also serve as the LME Privacy Officer.

Essential Job Functions : Quality Management - Responsible for the creation of needed dashboard reports, provider profiling reports and analysis of performance measure reporting related to the following domains: access, availability, quality of care, quality of services, appropriateness of services, system performance and satisfaction. Analysis of both internal, external and provider reports. Create visual graphics related to reporting, analysis and provider narrative interpretations for reports.
Regulatory Research, Interpretation and Technical Assistance to the LME and most specifically to the Quality Management Department. Provide support and liaison with Division around QM issues as requested. Monitors performance standards. Participate in the development of policies and procedures related to all aspects of Quality Improvement, and assist with such policies in other areas of the LME as needed. Oversee the review, update, interpretation and dissemination of federal, state and local standards, guidelines and rules related to all aspects of quality management. Assist in efforts towards accreditation as needed.
Participate in and provide technical support in monitoring and review functions to include but not limited to endorsement, post payment review, state monitoring and other monitoring needs as requested. Provide support and liaison with Division around QM issues as requested. Participate in Review and Support of Promoting of Best Practices in the SMC Provider Community
Quality Management - Privacy Officer. Develop and maintain policies & procedures that guide SMC, its programs, and its staff to ensure compliance with state and federal confidentiality laws and regulations. Oversee the LME’s compliance with the latter policies & procedures. Serve as the agency resource for information regarding issues involving state and federal regulations that protect confidential client information. Provide direction/consultation to staff as needed to resolve issues pertaining to requesting, accessing, or disclosing confidential client information. As necessary, consult with SMC’s attorney regarding legal issues that involve clients, court proceedings, and the release of information. Develop, approve, and oversee Business Associate Agreements and Qualified Service Organization Agreements as needed for the conduct of SMC business. Provide confidentiality training for new employees at orientation

Minimum Training and Qualifications : Master’s Degree in Human Service-related field. Background in data collection and analysis within a behavioral health organization is preferred.

Physical Requirements : Normal range of motion and reasonable physical health and strength will be required. Must have driver’s license and must be able to use computers, copiers and other office equipment that will be used routinely.

Knowledge of Job : Experience in data collection and analysis. Advanced skills in Excel and Word that include pivot tables, graphs, charts, etc. Knowledge of GIS mapping systems helpful, but not required. Knowledge of the theories and principles of quality management and the relationship to data sources, outcome measures and instruments. Familiarity with approaches and strategies for evaluating the effectiveness of a behavioral health service delivery system, including development of performance indicators and measures appropriate for system, program and individual outcome evaluation. Understanding of the key elements of a customer-oriented system of service delivery and familiarity with the range of programs provided by SMC LME. Basic working knowledge of the operations of each of the departments of SMC as well as the federal, state and local rules, standards, guidelines and policies which govern the practices of SMC as well as the overall service delivery system. General understanding of and commitment to the basic tenets of NC mental health reform and person-centeredness, a strong consumer orientation is desired in all quality management activities.

Salary : Grade/Step is determined by qualification and experience of candidate. Salary Range is $39,768-$47,822.Position is full-time salaried with comprehensive benefits. Work schedule is 37.5 hours per week. This position is exempt from overtime compensation.
